    The game still seems to be on the top seller list, so the negative reviews don't really do much since most people already paid for the game by now.

    Also with all these poor reviews, maybe I can finally buy the game for under $20 during the sales. I don't use mod on any other GTA series, so the publisher's decision to ban modding tools doesn't really affect me.

    Yup, power of the bandwagon.

    While developers wanted to allow single player modding to keep the game fresh and exciting to play, the publisher wants to kill the modders and hackers who can potentially ruin their shark card business for the online mode.

    At the end of the day, money and profit is chosen over replayability, though.

    "cheating"? On what was a single-player game years ago when said "cheat" tool was created?

    The problem isn't that they blocked it, the problem is that they blocked it so many years later.

    So they shouldn't have produced the online part or what is it you are trying to tell me?

    When you say "they", there are actually two entities here. The developer Rockstar once said that they are OK with modding as long as it's for single player mode.

    The decision on banning modding tools is asserted by the publisher Take Two, which override Rockstar's previous decision.
