Is it possible that your system has the patcher firewalled? (by Windows Firewall or other Firewall software)
If this is true then you need to allow the patcher to access the internet in order for the updates to run.

Norton and Firewall does not block the launcher.
Do I have to enter a Portforward into my router (Fritzbox) ??

The RSS feed isn't connected to the launcher. It is an alternate way to download and seed files. If you want to use the RSS feed here is how for uTorrent:
That will show the files that you can download. The ones I believe you need are the StandaloneWindows_0_44.sotapatch and the StandaloneWindowsPatcher_0_51.zip if you use a torrent program.

As for your problem in particular. Something is blocking the access, but after 5 minutes or so it should start downloading from the server. Sounds like it is blocking the P2P part of the patcher.

ok, got the Patch via RSS downloaded. Copied the files into the download folder from SOTA. But when I try to start the launcher I have got the same troubles :(
I already closed NORTON but no change.
Is it possible that the router is blocking??

It is a possibility that the router is blocking, but I don't know how to go about fixing that if it is. Another thing could be where it was installed. What you can do is try to launch the installer as administrator. To do this right click on the launcher, go to properties, in that window go to compatibility, click run this program as administrator, click ok, and try and run it again. If that doesn't work I really don't know.

I would recommend adding the app and other .exe files in the folder your firewall exception list even if it says its not blocking.
