Oh I definitely believe it is happening, now to find the source of the bug as we hope to repro it. Do you have any suspicions on what may have caused this? When did this start happening? Does a client restart fix this?
By chance, have you not logged into this character in some time?

 

I play every week. The clothing wonkiness is not effected by client restart. It happens consistently over several sessions and is always the same clothing.
If I change zones the clothing appears normal.
As an experiment,
I put on the Ornate Floral Kimono leggings; the skirt was missing.
I zoned from Port Phoenix to Diamond Fields; the skirt appeared, was normal.
I put on the Water Cloak; it was invisible.
I zoned from Diamond Fields to Sparrowfall; the cloak was visible and the kimono leggings were correct.
I returned to home in Port Phoenix; I noticed that the cape and leggings were still incorrect on my paper doll (invisible and skirt missing). My avatar displayed them correctly.

I would reiterate that the clothing DOES appear for an instant and then disappears, as if being overwritten.

I suspect it is related to this.

I just tested the Elven Elder Mage Robe from the referenced post. It still displays incorrectly as pictured.
The difference is that now my torso is pale flesh and the neck seam is clearly visible.

More info:
The same things occur with the same clothes when my wife, Forlorna Dune tries them on.
The clothes can be made to appear when the camera angle is just right - the arc is only a couple of degrees.
When clothing is made to appear as above, the clothing does not move when the avatar fidgets. This was observed by Forlorna with the Water Cloak. It was not tested again.
The paper doll will always display incorrect clothing even after zoning has corrected it on the avatar.

As stated earlier, I can reproduce this error by pulling off the clothes. I don't even need to drop it, just pull it off, then on and it will revert to the bugged version.

Retested the camera to make clothing appear
It only seems to work in my basement, possibly because the camera moves OVER a table or other low object, although I was unable to repeat this when I zoned from the basement to my open lot. Also, cannot make it happen in my house.

I can confirm that when the clothing is made to appear{in the basement] via camera angle it is static. It DOES NOT move with the avatar fidgets.

A crafted cotton Epic Cloth Helm is invisible and removes my hair.

 

My new Wellness Cape is invisible, too.
One of my main enjoyments of SotA is dyeing and designing outfits. This is a major problem for me as I have to zone to see many of the clothes.

This has been resolved with Release 48. All of the above clothing now appears correctly.
