As I understand it, only the very low level ones. Probably all the level 1 recipes that are teachable.

Beyond that, I don't know. But I can also tell you that there are no recipes of level 2 through 19, according to my notes. And I just realized that I never bothered to note down teachable status. Maybe it'll be a good excuse to make another grand tour in R49.

Also, FYI, recipes are limited by proficiency level, not skill level, which you can see by mousing over the skill icon in the (K) skills window.

In general, if a recipe is reteachable it can be learned by discovery. Unfortunately, not many are.

You open a trade with another player. (right click on player -> choose trade)
Open your recipe book. Drag the recipe into the trade window.
(Its the same process for trading items and emotes.)

Skillcap: There's a cap of 200, which I doubt it can ever be reached.

If you see a high level player walking by, perhaps you can ask him if he can teach you some recipes. Might save you a few thousand gold. :)
You could ask @majoria70 if she can help teach some recipes. She's the nicest lady in the game. She will help with most of your crafting/adventuring questions.
