[Repro needed] Weird lights over head again

4. Details:Weird lights appear over head. Location: Elysium Mines (-110.4, -7.5, 91.7) Location really does not matter happens all over the mine. Happens both using and not using night site

I'm having a hard time reproducing this. In the past, I've seen this mostly in outdoor nighttime scenes near water.
Trying with night vision on and off, I just can't get it to happen at this location. I wonder if there is something else that could be triggering this?
What video quality settings do you play at?

I have all my settings on high. Nvidia 1080 t1. 128 gb ram. I7-7700 Pentium. 1 tb ssd drive.
I tried it with both night vision on and off, made no difference. I only get this when I am in the Elysium mines and not all the time. It's not a show stopper.
