[Known] Hallowed Plains - ingots quest (Spoilers)

Details: The journal tells me to recover 10 ingots for a quest from an elf in Yew.
I went to the main Kobald camp in Hallowed Plains and they are not dropping the ingots as loot to complete the quest.
Steps to Reproduce: Follow the journal entry directions and try to find the 10 missing ingots.

they're dropping in 615, but

• turning them in doesn't clear the quest
• what are you supposed to do if you have gathered more than 10 ingots? he only takes an exact number
