Fleet flute adds buff 50% of the time

    Title: Playing the fleet flute in the overworld only adds the buff about 50% of the time.
    Reproduction Rate: Consistent
    Blocker? No
    Details: The fleet flute used to add the buff 100% of the time, now you have to play it a few times before it adds the buff.
    Steps to Reproduce: Play the flute in the overworld and watch for the buff.

    You know that playing the flute before timeout will not renew the timer? So if you play it as an example one second before it finishes the previous timer, you will only get 1 second of the first use and the second timer does not kick in.

    Yes I am aware of that. The buff wasn’t active when I played it again.

    This is not limited to the overworld map. Earlier today on QA-50 it worked fine. This evening, I could not get the fleet flute nor harp of invigoration to add a buff. I was running one food buff (dragon stew) and two devotional buffs (dodge, strength). I tried playing multiple keystroke notes as well as playing a song all the way through. I tried in combat and out. After disabling both devotional buffs, it started to work, but I think that was a fluke. I relogged. It worked at first, but then the same behavior occurred. Nothing interesting in debug log / sota_log.txt.

    I waited for the buff to disappear before each test.
