This was broken and fixed before, but on different cities' town criers. Recently it was brittany alleys, I think. And recently it was on aerie town crier. Right now, Aerie and brittany alleys are working. But, the bug has come back for the town crier in solania. The other town criers are doing this quest correctly, so far. I have been to dozens of them over the last few days. This is the first one who is not opening the trade window in r50.

Details: When talking to Solania town crier he Thanks you for delivering the mail, even though the quest trade window is never shown, thus maiking any mail deliveries to Solania incompletable.
Steps to Reproduce: Complete Mail delivery quests until you receive a Mail Package For Solania. Take the package to Solania Town Crier. Talk to Solania Town Crier.

You can lie to a town crier and say that you lost the mail package and it will delete the package in your inventory, allowing you to continue delivering mail to to other places.

 

I confirmed that this is still broken in patch 728

Same issue, here are the details:
Solania town crier never opens the trade window for me but thanks me for the mail delivery, "Thank you for the mail delivery, traveller! Here's your reward for a job well done. Just ask if you'd like to delivery more mail."
However, the package is still in my inventory and I never got the reward.
Appears to be an issue with the crier skipping a step in quest progression.
