I have still sparkles to the Bloodriver Outskirts and in the Scene they advice me to Alberic and hover it says:
Task: seek Alberic and Vigilante Inquisitor

I already have the Manifesto and did the Quests. I don't know what to do else.
If i ask Alberic to help he sometimes replies to make haste to seek for evidence or he says: thank you the evidence in that manifesto should make things easier for us.
The Captain just rant at me, as i made his life bad and say i should go marry an elf and make some babies so that they hate me

 

I still or again have the Vigilante Plans Stage 1 Document,
Alberic dont want it anymore... Maybe here's the issue.

edit: destroyed the Plans as i thought it maybe could solve it and it's recognized as not done yet because it's in my inventory.
I'm somewaht sure i gave them already, how could i else have go on with the questline.

I now have everything done there, but unfortunately this is still bugged

 

I turned in Vigilante Plans 1, and then plans 2. (am on part 3). Now I can't press cancel to close the window w/ Alberic. It is still asking me to turn in plans 1 now.

 

Same problem for me, I have finished the quest line however still have quest marker/sparkles on the compass pointing to Alberic (Task:Vigilante Inquisitor). When speaking to Alberic, none of the speech options clear the task and selecting "Captain" doesn't produce a response. Managed to finish the quest, but still seems a bit buggy.
