Title: "fact of" [PVP] tag is not displayed properly.
Reproduction Rate: 3 of 3 attempts with 2 users.
Blocker? Subject to abuse by PVPers against unwitting players.
Details: The state of pvp-ness is not displayed properly. While asking the oracle to remove or restore protection works, this does not always change whether or not "[PVP]" appears on the user's nameplate nor for other users in the in-zone window.
Steps to Reproduce: In party of 4. 1 switched to pvp mode (directly typed remove protection). pvp player dropped party. other player in party flags @ oracle. fight optional. player 1 talks to oracle, types "restore protection." At this point, the player 1 *appears* pvp flagged on both screens. However, when player 1 asks the oracle to restore protection, the oracle states the player is already protected. Also, when player 1 attacks player 2, player 1 receives the "you will flag" message. Next, player 2 unflags. Still appears flagged. Player 2 reflags, and now appears unflagged. Player 1 tries to attack player 2, who *appears* unflagged, but receives the "Warning you will flag PVP" message. This could result in abuse.
