Adoris Black arrow quest (spoilers) stuck!

Been in both towers , looked at the notes pinned to wall of the Kids, Rolf (guard) son died in water, accuse Rolf but says I need evidence, picked up arrows etc, admits to using black arrows, Is this quest bugged or am I missing something?
any help cheers.

 

Had same problem.. I had to keep accusing him before I got it to work, very frustrating.....

 

I gave up on this quest tried again multiple times to "accuse" but still saying I need evidence, If I talk to the original woman (Laura I think?) then I have the option of Rolf, and she says did Rolf kill my boy? but still no completion.
How do you delete quests, Is it possible?

 

Have you been in the tower, where you can find a note on the ground?

 

Which NPCs have you talked to?

There are five involved. I've made them slightly genetic not to spoil stuf.

The mother down by the docks.
The mother in the market.
The farmer in the market.
The guard captain.
The guard.

When it comes to a key note then I suspect just reading it isn't enough. You might have to have it in your inventory when speaking to some NPC.

I will put it in my testing list but don't know when I will have time. Most likely not until next QA.

Iirc, look for his discharge papers in the tower. You can then speak to him about that. That’s the next step.

Completed it at last! The woman down by the docks and putting all the letters/notes into my inventory was the key, I did not know that was a thing.
