Add a buff to the new teleporters

After some more thought on the new teleporters, their size, difficultly in placing them, deco slot cost, heritage flag, and coto cost. Since these currently serve the exact purpose as a teleport to zone/friend scroll they are of little value other than deco.

To add more value to these items, I propose adding a 1 hour buff as you pass through them. Ideally, these would be a buff that would be generally helpful at the destination.
