    I do not see inactive POTs as such a big issue. POTs are easier to ignore. NPC towns are parts of quests and people kind of have to visit them if they do the story and they should give good impression.

    turn abandoned buildings into purchasable bdo style homes(instanced and doesnt load unless you walk in/get invited), sell single passes to own for 5$ or all access for 50-100$(with eso/bdo touring feature), require 1000-100,000g to purchase these non deed homes
