Adventurer level and chance to hit in PvP

I was told that the chance to hit in general is affected seriously by your adventurer level.

I have a doubt and depending of the response a suggestion too.

That is true for PvP combat?

If so, I think it makes the PvP aspect of the game only playable by hardcore players. In my point of view a character who raises for example only a arms tree must have any chances vs another who has raised all melee trees (at a time you are fighting with only one of them). Maybe only the dex should affect chance to hit in PvP.

 

PvP is only for hardcore players.
You need to skill all Magic Trees to get resistance, build from atunement of the 10 highest skills in this tree.
So if you want to survive be resistant to all magic!
Second thing about PvP is to have buffs, artifacts, good gear etc...
Only achievable by more or less "hardcore" players.
Sandbox PvP ist not comparable to Arena PvP.
You need to min max and compete with players who play a lot of hours a day min maxing their chars.

It is not true for PvP.
But it is true for PVE.

So if you and I have the exact same skill set but I am 20 levels above then you usually stand no chance.
