Alchemist Julia doesn't understand where am I?

If you speak with ALchemist Julia in Kingshead she doesn't seem to understand the question "where am I" she responds with, "never been there myself" I also was able to get no text at all as a response.. you can also ask her, why has trade all but dried up and she will respond "trade has all but dried up since the routes closed" ect
This apparently also pertains to Guard Wilson - the part about where am I, though he tells you where you are when you aproach..
