Various scenes can occasionally have Sacks that do not seem to be hooked up to any of the loot tables. They will basically look like this (this is in Solace Bridge Outskirts): I wasn't sure if there are supposed to be Sacks that have no inventory (and there's no Take All/Steal All option). Wasn't sure if this is a bug or intended. If this is a bug, should we be reporting these? Thank you!
that's a @Sannio question, but i'd say if it's empty every time it's probably not intended, unless you're actually getting the "you already have whatever would be in this container" message.
This is just a regular sack in the Solace Bridge Outskirts (I've seen this in various other scenes as well). I do not believe there is any quest in this scene related to finding a quest item in any sacks in this scene (unless I missed something). It does not have a "you already have whatever would be in this container" message when clicking on it.
These common sacks should probably have some basic sack-related loot in them. I'll look into it. Issue #69160
@Anpu I just checked that particular sack, and I see that it has a basic/common loot package attached to it. Could it be possible that someone else looted the sack before you looked in it? (This particular sack can restock, but not for a very long time.) EDIT: Never mind. I see there's no guarantee that the loot package provides even a single gold piece even if you're the first person looting it. I'll put in a change so you'll always get something if you're the first person looting it.

I don't handle basic loot from NPCs or random containers, but it's usually me fiddling with interactibles. Also, I deal a lot with bonus loot due to my quest work. We overlap a lot here on the team so it's not unusual for something like this, where I took ownership of this loot bug.
