[As Designed] Pickpocket affects Truth in Elysium Mines

    Details: Pickpocketing lowers truth virtue even outside npc city. tested in Elysium mines and it affects truth even if no guards are there.
    Steps to Reproduce: teleport with a friend in elysium and duel. pickpocket a target

    This sounds intended to me.. The Oracle is all-seeing, and not having an NPC guard nearby doesn't matter for other actions which affect virtue.

    Confirmed. This is as designed, if the player performs acts of Anti Virtue, they will reap the rewards of negative Virtue. Any Stealing in the game should have this impact on the player.
