[As Designed] Psalms of Stagnation 100% slow is not 100%

    Title: Psalms of Stagnation 100% slow is not 100%

    Details:
    With level 137 Psalms of stagnation and Bard specialization at level 80+, you can 6 stack Psalms which will give it an effect of 100.2% movement speed reduction. This number is incorrect, as mobs are still moving, at a very slow pace.

    Steps to Reproduce:

    Train Psalms of Stagnation to lv 137
    Train Bard specialization to lv 80
    6 Stack Psalms of Stagnation
    Watch mobs still move around although being slowed down for more than 100%

    these sorts of skills that scale past 100% do not (cannot) account for the stats of the mob you're targeting in the tooltip.

    e.g. me rooting a mountain troll for 900% for 17 second and having it throw it off in 12 because it got stronger when it took enough damage to enrage.
