"Back to Daddy's Girl" Quest in Highvale Outskirts

I appear to have be having an issue similar to https://www.shroudoftheavatar.com/f...le-outskirts-daddys-girl-repeat-quest.109676/ although I never had an opportunity to turn in Michael's Note to Rebecca (Hyla). I found the note, then I found her, got a quest from her to locate the whereabouts of her father (Michael), unable to find any NPC to progress the next part of the quest, decided to go back to where I got the note, and having clicked on the note again, the quest 'completed' and vanished. I gained no rewards for that, and still with this "Back to Daddy's Girl" quest not received any reward.
