[As Designed] Bard Skills: Specialization/skill level does not seem to affect damage

After analyzing my logs from the bard skill training session it seems nothing is scaling the damage done by bard skills except the amount of strength you have, which is confusing on its own why strength would increase your voice strength.

This is from early on in the training session, Concussive Canticle was probably sub 20 here:

[3/3/2020 9:56:03 AM] Griffler attacks Dummy 2 and hits, dealing 558 points of damage from Concussive Canticle.

This is after the same skill after it and spec had reached north of 120:
[3/3/2020 3:45:39 PM] Griffler attacks Practice Dummy and hits, dealing 585 points of damage from Concussive Canticle.
[3/3/2020 3:45:39 PM] Griffler attacks Dummy 2 and hits, dealing 516 points of damage from Concussive Canticle.

This is the same skill with as little strength as I could manage with the skill and spec north of 120:
[3/3/2020 4:10:58 PM] Griffler attacks Practice Dummy and hits, dealing 204 points of damage from Concussive Canticle.
[3/3/2020 4:10:58 PM] Griffler attacks Dummy 2 and hits, dealing 305 points of damage from Concussive Canticle.

On a side note here is the same skill 5-stacked with high skills:

Steps to Reproduce: Train Concussive Canticle from 1 to 120+ and observe no difference in damage delt.

[As Designed] for Concussive Canticle, per the skill menu glyph, the Specialization decreases casting time - not increases damage.
