Looks like its a general lighting problem, just worse in basements. The lights are supposed to have an effect on the environment, but they really don't. In this house the light to left of the is on, to the right is off.

They used to of course, the lighting was once a big + of the game, I'm sure it will return. Hopefully very soon as i have plans for my basement ;)

This is a known issue tied to dynamic lighting. Thank you for reporting!

I see it's a known issue, but I have already put these comparison screenshots together, so I'll post them for everyone's viewing pleasure. The top shot is R33 with R34 below. All lights are on in both screenshots.
I love these lights in the Elven House in R33 because for the first time, I didn't feel like I was in the dark.

Nice to know that this thread exists. I noticed the same thing. Here are some shot from the QA and regular server.

I have also noticed that the ambient light level in the row wood and stone basement seems a LOT higher than the ambient light level in my village stone basement. In my stone basement if I turn off the lights the room is almost totally black. in the row basement with the lights off you can still see everything well enough to walk around and interact without having to cast a light spell.
