After a long session last night, I'm looking at the best ways to buff my Level 29 character to start exploring harder adventures. Is it best to have cloth, leather or chain armor?

Hardened Leather is best in my view if you can find .

I use leather but would love a good set of bronze bone.

Like @Elrond, I prefer hardened leather. Also, the Light Armor tree has speed and dodge buffs that are pretty essential for archery.

to many options it has more to do with how you want to play - tank - hybrid - . . .

Also since the whole combat system , skills (buffs / defenses) are all still in "balancing" you may want o change after something is "modified"

A true Archer is Leather - so if you are more to tradition and playing the game not gaming the system then Leather is it, if you want to min / max the game like 75% of the rest do then the choice is yours.

Go to the player generated resources and look at all the different properties and pick numbers that suit your style.

What is this about a speed penalty on gear? I've never heard of that before.

If you're wearing heavy armor you lose the movement rate benefits of wearing light armor.

Supple and hardened leather give a good dodge bonus. There's no speed penalty, even for bone armor.
