Blink is broken

It actually seems worse on QA than it is on live. Maybe I'm having bad luck or maybe it's extra broken. Either way it's broken. I have Blink GMed.

Blocker? Yes (I cant use the spell as intended)
Details: Cannot blink to locations which are flat and visible to me within range of the spell.
Steps to Reproduce:Try to blink and get a red circle most of the time.
