Blood river outskirts

It seems that all the NPC is the village of blood river outskirts skipped town. Just made it there from the massacre and can’t progress my quest. Not a single NPC can be found, except the patrols.
No blacksmith, vendor, the quest dude who’s name starts with an A. No one.

 

Having the same issue, but it's not only the village place. The "key" places of npc's are usually missing. A "temporary" workaround is to change matchmaking instances. Just keep changing from multi to friends to solo, and eventually they will "load" - it will only work until you re-enter the place, and you will have to reload again.

 

This problem is just not just in Blood River Outskirts . Our city right next to it keeps losing its banker and town crier. Then I went to Vertas and all the npcs were gone too. As a temporary work around until this gets fixed go to options->multiplayer->Matchmaking mode. On matchmaking mode shift from friends online to single player online instead of multiplayer online. This insures no one will be staying in the zone keeping it active with no npcs in it. Npcs should spawn upon that reload.
