Bonesteel dagger - NPC shop Kyle Behrand chat dialog missing

I'm right in front of the Blacksmith NPC: Kyle Behrand.
but every time I click on him it only gives me the Buy/Sell window.

I tried typing into the chatbox in Tab1, but it only says "Local:"
there's no option to select the NPC to chat and ask Kyle about the Bonesteel dagger.

 

In your interface settings, near the bottom is a checkbox to skip conversation with merchants. That might be checked. I just turn it on when I am questing for that reason, then turn it back off when I'm done.

 

Yes, I'm aware some time last year they decided to change it after too many players complained the shop's NPC chat was annoying, so I know they set it to "Off" by default in the newer versions.
I was trying to find the option to "re-enable" the shop's NPC shop chat, but just couldn't figure out which option is which.
