Bounty Hunter's think I have a slip on me, but I don't

    Title: Bounty Hunter's think I have a slip on me, but I don't
    Reproduction Rate: 1/1
    Blocker? Yes
    Details: When encountering a Bounty Hunter, they think I have a Bounty Slip on me, but I do not (see image below). I am unable to do any Bounty Hunter turn in quests.
    Steps to Reproduce: This I don't know. Not sure what would cause this. Is the check for the item on a player not working correctly?
