'Bring Secret Note to Grigor' quest won't clear

    Title: 'Bring Secret Note to Grigor' quest won't clear

    Details: Found the note on an elf I killed. Then it wouldn't let me pick up the same note in the war room. I then deleted the note in the inventory so I could pick up the same note in the war room. This then triggered the the bring note to Grigor quest. However once I talk to Grigor again, he doesn't recognize that I have the note. No option to give it to him or tell him about it appears. And I have no clue where to go next on this quest line.
