Brittany Alleys NPC that can walk through walls

While delivering mail to the Brittany Alleys town crier I saw a "Resident" pacing back and forth by along ( or maybe inside?) of a house to the NW that did not seems to have a good understanding of the solidity of a wall. That "Resident" also appears to catch on fire toward the front of the house.

There is a fireplace in the house at the point she catches on fire.

That house also has grass showing through the floor in the SW corner.

Standing in the location you can briefly see the NPC walk through the corner of the room.
