[bug] dialog box pops up when spells fizzle

I closed the dialog box because it got too frustrating having my mouse suddenly moving it around or resizing it, even if my mouse cursor was no where near it, when the game glitches/stutters. However, the dialog box has an extremely annoying habit of reappearing if a spell fizzles. It should only come back if I don't have it pegged by hitting the enter key.
