[By design] Batch increase not affecting all recipes

Title: Batch increase not affecting all recipes

Details: So far the one I've found is Wood Pulp from Scrap. It's maxing out at 20 still, while others are up to 30 in a batch.
Steps to Reproduce:Level up Batch skill in Milling, check how many Wood Pulp you can make at a time.
User Specs:

Pine and Maple boards are having the same issue.

Not having an issue is Pine and Maple Timber and the same from Scrap.
