[By Design] Focus loss while encumbered not working

    Title: Focus loss while encumbered not working
    Reproduction Rate: 100%
    Blocker? No
    Details: I'm currently over encumbered by 1,021.5 pounds and in the penalty is displayed -80.3% move rate, -66 Dexterity, -16.3 focus while moving. Indeed i'm moving slow as hell and on my paperdoll my dexterity appears to be 1 (guess minimum value), BUT when i walk around i don't lose focus at all.
    Steps to Reproduce: Load yourself up, Run around, watch your focus bar.
    User Specs:
    OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
    CPU: Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz (4) System RAM: 16336
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4009
    SotA.EarlyAccess.Win.64.501.Date.10.31.16
