Can not ban people from property

    Title: Can not ban people from property
    Reproduction Rate: 100%
    Blocker? Should be :) / No not a blocker
    Details: go to house sign and add someone to the ban list and nothing happens.
    People can move freely in and about the home and lot when banned
    Steps to Reproduce: try to ban someone from your lot
