can place carpet under marble pavers

So had the "giant marble paver" placed, then purchased a 'carpet' the red one from the POT Decorations Vendor, when I hovered over other pavers it was red, but when hovering over the marble one it got green.
But when placing it went away not to be seen, only moving the marble paver showed that the carpet had been placed under the paver...
