There is neither a way to assign decks to a specific number #1-10 to use in keybindings. There is neither a way to change the order of display in the deck builder.

Release Notes say: You can now assign up to 10 combat decks for quick swapping with ALT 0–9.

The current implementation is: The first 10 combat decks in the deck builder can be bound to keys of your choice in the settings menu. (It also doesn't need to be ALT 0-9)

The option is in key bindings towards the bottom. They're listed as Equip deck #
Currently by default all the decks have no key binding assigned. They are numbered like 1-9 or something and the decks now have static positions, instead of moving around based on name or currently active.
I've tested it with several decks and found it working.

Ya that's what I'm trying to say... They can be bound but there is no way to change the order of the decks without deleting and recreating them.

Why would you need to re-order them? You can assign them anyway you want. You don't have to assign them in sequential order if you don't want to recreate them. For instance the 5th deck could be alt+1 while the first deck could be alt+2. If you're just OCD and want 1 to be 1 and 2 to be 2 and so on, then you'll probably have to delete and recreate them, otherwise just assign them the way you want. They are automatically numbered 1 to 10 from top to bottom. I don't see any bug here, sounds more like a feature request to be able to re-order the decks.
