    I speak with Marcus the Guild Registrar in OH, when he asks me "Are you sure you want to do this?" I reply "yes" but he tells me "I'm sorry, I didn't understand you. Please ask again if you would like to create a guild".

    I also have been having this issue. I tried relogging, waiting a day, trying a million different phrases. Either way when he says "You need 25k and to not be in a guild, are you sure?" it doesn't matter what you reply he won't understand.
