Cannot place scrolls on top of scrolls when placed as deco

    Title: Cannot place scrolls on top of scrolls when placed as deco

    Details: Scrolls can be placed as deco, but I cannot place additional tiers of scrolls on the ones already placed.

    Steps to Reproduce: Place any number of scrolls as deco, then try to place a second course on top of the first. (see video below)
