Cannot scroll or Tab-Arrow to change screen resolutions

Title: Cannot scroll or Tab-Arrow to change screen resolutions
Reproduction Rate: 100% with restart
Blocker? Not in windowed mode, Yes in full screen mode
Details: Cannot use scroll wheel or any other tab and arrow keys to change resolution
Steps to Reproduce:
1) Start Game
2) Open Options Menu
3) Open Video options
4) Select resolution, All the small ones are on the top. Cannot scroll or use arrow keys to move down to a useable window
4A) With a very slow frame rate it is difficult to get the edge/corner to react to change the window size. The edge and corner do not react like normal window with a cursor change to indicate window sizing in progress.
Notes: totally unable to select any standard large frame sizes, Unsure if nonstandard frame sizes causes a performance issue. GTX 1070 on order to try to improve performance.

Same here it happened after a windows update to version 1709, cannot now select the video quality only the top 20 or so
