Reproduction Rate: Can't get Formal Love Salute Emote
Blocker? yes, if I want the emote
Details: Captain Kinsey will not give formal love salute emote regardless of what I say to her. I have completed all quests here, gotten the banner, etc. I was never able to get this emote the first time, and after resetting quests and doing the entire questline again, was not able to get it. I'm currently going around trying to get all emotes that I couldn't get previously due to bugs/issues, and this one I still can't seem to get.

I have also tried all of the above with/without all possible capitalization
I've tried saying hello, goodbye, talking about the weather, and various other suggestions made by guildmates (who were able to get this emote, at some point) but absolutely nothing works. Submitting bug as it appear this is still broken somehow.
