Cant get obsidian crown merchant listing.. crashes everytime

    Title: Cant get obsidian crown merchant listing.. crashes everytime
    Reproduction Rate: 100%
    Blocker? YES
    Details: Clicking on an obsidian crown merchant and selecting Buy/Sell results in a long wait ending in crashing out to the main menu with an ALTAIR9000 error. During the wait it just says 'Loading...'. No partial list is ever shown.
    Steps to Reproduce:
    User Specs:
    OS: Windows 7 (6.1.0) 64bit
    CPU: Intel(R) Core(TM) i7-2630QM CPU @ 2.00GHz (8) System RAM: 8139
    GPU: Radeon (TM) HD 6490M GPU RAM: 1008
    SotA.QA.Win.64.776.Date.12.03.18
