Can't place fence

    Title: Can't place fence.
    Reproduction Rate: 100%
    Blocker? No.
    Details: I can't place a fence all the way around this town lot due to a dirt mound in the corner (see screenshot). It's probably the same in Port Mirren and maybe Brave Coast too.
    Steps to Reproduce: Try to place a corner fence piece in the far right corner of this town lot.

    This issue is now fixed dev-side and should be visible once R28 goes live. :)
