    Why would I need to go to a master trainer for a second tier glyph?

    the tiers are a guideline, not a hard-and-fast rule. for instance, the warding skills are tier zero, but show on the fourth level, and the player instructions say third tier and above spells need reagents, but shadow form doesn't. if you can't train something at a normal trainer, you try the master.
