    Title: Captain Cugel Ardoris is always busy
    Reproduction Rate:100%
    Blocker? No
    Details:A conversation cannot be started with Captain Cugel in Ardoris. The quest cannot be continued. NPC is currently busy. Another players reported that other NPCs show the same behavior.
    Steps to Reproduce: Start the conversation and click letter (you need to start the Quest in Soltown)
    User Specs:
    OS: Windows 8.1 (6.3.0) 64bit
    CPU: Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz (8) System RAM: 16277
    GPU: NVIDIA GeForce GTX 780 GPU RAM: 2981
    SotA.EarlyAccess.Win.64.452.Date.07.31.16
    Area: Ardoris
    Loc: (-64.4, 54.5, -346.4)
