Carpentry Recipe - Can't learn despite matching skill level

Title: Cannot learn carpentry recipe due to skill level requirement, even though I have higher skill level

Details: I have carpentry proficiency level 68 and am trying to learn a recipe (in my inventory) that requires skill level 65. It won't learn and displays the message that my proficiency level is not high enough to learn the recipe.
Steps to Reproduce: Get carpentry innate skill proficiency above level 65, purchase not teachable recipe 'Shingle-Roof Two Story w/ Balcony (Village Home)' recipe, and try to learn it.

your carpentry SKILL level is not the same as your carpentry PROFICIENCY level. open your skill trees and mouse over the carpentry skill. in the text description it will list a proficiency level.

 

Ahh, i get it. Sorry about that. Please disregard.

 

Which brings up the obvious question, why is proficiency different than skill level. This confuses almost every one who comes across it for the first time. It would be nice if someone would give a logical reason for the disparity. AND if a recipe requires a certain proficiency, perhaps 60, why in heck not just describe the recipe as requiring the skill level (perhaps 78) and skip all the drama?

 

FYI - if you find an expert crafting station and/or equip a tool with a bonus you might be able to get your proficiency up to a level where you can learn it.

 

because it's a way of establishing diminishing rewards. you get less and less proficiency per level as you train the skill. they're even at level 50.

 

I get that, so why not just toss the proficiency reference in the recipe? Just refer to the skill level required to learn it.

bugs that are bugs sometimes end up waiting a while for a fix, and even have to go through a couple of levels now for an official response, but there are plenty of bugs filed that are misunderstandings and the sooner these are explained, the sooner people can go back to playing their game. it doesn't need to be official, we can all help each other on these.
