Carry Capacity Master work VS. shroud math?

I have a current max capacity of 459.4, I have a backpack with 19.3% encumbrance capacity.
My math isn't always the best but I think something is off here.
459.4 x 1.193 = 548 and change.

According to shroud math, this works out to about 500.5.

It's almost as if it's only taking the bonus from the minor encumbrance increase and ignoring the major one.
I tested this with no str buffs from armour / skills to the same results.

Perhaps it takes the base capacity, before applying the Heavy Lifting skill, to calculate the bonus.
I believe the obsidian potion for carrying capacity works that way as well.

 

I fiddled around with this as well and experienced similar numbers. As implemented my conclusion was that these bonuses weren't really worth it. =/ The encumbrance add isn't significant enough to give up stats.
