A sad story really. Rushing around The Rise (dying a lot) and trying to find a way out rather than use up a recall scroll.

So in the blind panic I found a door (whoopee) - to Etceter Crag Mine. OK, great. So got out to there - on level 4. Hmm. Back towards the ladder, but I had not descended that way, so I had to break through the walls in reverse. No problem - but on reaching the ladder I realize that the rubble - which can only be broken from above - is still in place.

    Out with the recall scroll.......

I think that if a player is caught there without a recall scroll or teleport scroll it's really bad news.

    Ouch.
That is a good point. Each of those 'entrances' from The Rise needs to be considered again.

I went in there last night from the Soltown sewers, turned right and came across an elf mage with a red name (I'm level 69). I battled it out with the mage and won but at the end of the hall was a room that had at least two elf archers who were also red. I tried for a few seconds but it became clear that I would die if I continued. Back to where I came in! At least it was just around the corner.

BTW, you can press escape, click Exit To Menu (wait 20 seconds) then click Start On World Map.

Aside from the fact that this isn't exactly supposed to be a feature, it doesn't quite work like that with the Rise. There are 5 different entrances from dungeons so it actually defaults to where you went in. I tried going to the world map from the Graff Gem Mines and ended up in Ardoris...

It's there and it works to get you out of an area if you're lost. Yes it takes you to the last place you were before exiting the world map. Whether you like it or not or think that it's not supposed to be a "feature" is irrelevant.

If it isn't supposed to be a feature it is more likely to get removed in the future. I would hardly call that irrelevant.

Anyway, your solution undermines the purpose of using The Rise to get around the map. Just because its a way to get "unstuck" (odds are they can recall or use /stuck in that case) doesn't mean it fixes the issue.

It doesn't sound to me like being lost in The Rise is a bug.

they aren't lost in the rise... they are blocked from leaving a dungeon it is connected to.

I just wanted to check back and say i tried this from within Etceter. I was not able to break the rubble from below (I'm way out of range).
