Title: CB Public Vendor Walks Away Mid-transaction

Reproduction Rate: 100% today, other days has been between 0 and 50%

Blocker? No, but could be confusing / frustrating to new players

Details: This has happened before, but not as often as today. When I have the window open for the Central Brittany Public Vendor by the bank and crafting pavilion, the window closes and the Vendor is gone. It happens both when I just have the window open and when I am in the middle of listing an item.

Sometimes he comes back in a few seconds, sometimes he is gone for closer to 20-30 seconds. Sometimes I can see his him walking behind the crafting pavilion from left to right, it looks like he is making a loop and then coming back.

Steps to Reproduce: Open window to Public Vendor in Central Brittany and either browse items or manage inventory and list items for sale.
