Celestial Blessing still bugged, applying 2 separate resists

    Title: Celestial Blessing still bugged, applying 2 separate resists
    Reproduction Rate: 100%
    Blocker? N
    Details: Celestial blessing is applying a 34.4% resist buff to the applicable schools and then also applying a flat 34.4 resist buff. This seems to be stacking reducing damage by nearly 50% total.
    Steps to Reproduce: Cast celestial blessing and observe tooltip, have someone cast death spells on your with and without and parse damage for approx reduction.

    CPU: Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz (4) System RAM: 32729
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8144
