Celestial Blessing Subsequent casts not working

2. Reproduction Rate: every time except right after login

4. Details: When you cast celestial blessing from a locked card higher than level 10 you can't recast for higher mana cost. This does work right after login, but after moving to a new map it stops working
5. Steps to Reproduce: Lock celestial blessing to the combat bar and try to recast it.

Update: it has fixed itself after some time in an instance
