    Tooltips do not appear on mouseover on the six icons (Eyes, Nose etc.)

    Steps to Reproduce:
    1) Mouseover on the six icons (Eyes, Nose etc.) in Character Creation

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    SotA.QA.Win.64.838.Date.05.29.19
