Cloak purchased from Tailor NPC cannot be dyed

    Title: Cloak purchased from Tailor NPC cannot be dyed
    Reproduction Rate:100%
    Blocker?No
    Details: The generic cloak than can be purchased from tailors in game can no longer be dyed. Tried in inventory and on paperdoll, same result. This was dyeable in previous releases, and should be, as that's about the only reason to buy a generic cloak.
    Steps to Reproduce:Buy one and try to dye it.
